The SEND 35A Form should be used to appeal a local authority’s decision not to secure an EHC needs assessment of a child or young person. You can appeal a decision as a:

  1. parent, someone with parental responsibility, or someone who cares for a child
  2. young person aged 16 to 24 (or an advocate or ‘alternative person’ acting on their behalf)

A Personal Budget for Special Educational Needs (SEN) is money set aside to fund support as part of an Education, Health and Care plan (EHC) for a child or young person with special educational needs. It can include funds from Education, Health and Social Care.

Parents or the young person must always be involved in planning the Personal Budget.
