What is an Education, Health and Care Plan (EHCP)?
An Education, Health and Care plan (EHC) is the document which replaces Statements of SEN and Learning Difficulties Assessments for children and young people with special educational needs.
An EHC plan can only be issued after a child or young person has gone through the process of EHC needs assessment. At the end of that process, the local authority has to make a decision, either to issue an EHC Plan or not.

Education, Health and Care needs assessment
An EHC needs assessment is a detailed look at a child’s special educational needs (SEN) and the support he or she may need in order to learn.

Noddy Guide to Statements of SEN and EHC Plans
Developed by David Wolfe (Matrix Chambers) and Leon Glenister (Landmark Chambers) this new edition of The Noddy Guide provides an updated overview of the law on special educational needs, and is the first to cover not only the regime under the Education Act 1996, but also the regime under the Children and Families Act 2014. Over several editions, ‘The Noddy Guide’ has become an invaluable resource to judges, practitioners, parents and local authorities.
We previously shared the 2017 iteration, and the 2020 version is now available.
